The Institute aims at articulation of the needs and priorities in the cultural field, development of cultural strategies; promotion of the new models of interaction between culture, business, the media, local and national authorities. Starting from 2003, the Institute has developed a joint programme with the Council of Europe focused on the issues of culture and economy. The Institute collaborates with Russian and international experts and organisations, publishes a book series «Cultural Strategies» and a series of brochures «Cultural Strategies: Experts’ Club».

The Council’s programmes are aimed at consolidation of the European identity based on the common values. The General Directorate for Education, Culture and Heritage, Youth and Sports develops dozens of partnership projects in the field of culture, including a special programme aimed at cultural policy development in Russia.

The Committee, which is a part of the Moscow Government, is responsible for the implementation of the policy of the state in the field of culture, the arts, preservation and use of the historic and cultural heritage in the City of Moscow.

Moscow Architecture Preservation Society (MAPS)

MAPS aims to raise awareness about the present destruction of the city's historical buildings, within Russia and abroad. The Society works closely with Russian preservationists and invite experts to advise on more sustainable approaches to the historic built environment. MAPS hopes to convince the Moscow Government, developers and architects that the unchecked demolition of old Moscow is not in the city’s long-term interest.
